Flag orders from specific shoppers

I just wondered if these was any way we could 'flag' orders from certain shoppers, as in when they place an order, the shop admin will get an e-mail notification or something is attached to their order stating certain special notes or specifications?

This is required to give special attention to orders from special case customers.

in the versions above vm3.0.18.4 or so, there is a possibility to colourize the orders by orderstatus in the orderlist

Is this a manual action to colourise orders or can automatic rules be setup?

Just open the order status and there you can set a color "Order Status Color" which inks the whole row of that order.
