Cant check out unless I register

I am in VM 3.0.16 and Joomla 3.6.2.

I have changed some option and now I cannot checkout unless I login or register. I have checked the configuration/checkout options and the "on checkout ask for registration" and "only registered users can checkout" are both unchecked. Is there another option somewhere I have missed. It was all working fine and I was about to finish testing, deleted all my dummy orders and this started.

should give u only guest if both unchecked

browser cache cleared? Different browser?
