tax applied per country

Hi,

I have looked for a solution for this but as of yet have found only unanswered questions - forgive me if that is not the case.

We have two sites both of which have international shipping applied to them. The shipment methods work fine but the issue I have is that on one site all products ordered to countries outside the UK and Europe (we have Australia, New Zealand, Canada and Mexico available currently) are pulled through with tax (VAT) applied. It means manually adjusting the orders in our system. On the other site all UK and Europe sites have tax and the other countries - mentioned above - come through without, this is how we would like it to work.

Is their something I am missing in the configuration? I can't see what is different or what controls this behaviour. The site that works is on Joomla! 3.4.8 and VirtueMart 3.0.12 the other is Joomla! 3.5.0 and VirtueMart 3.0.14. I am looking to update sites but want to solve this issue first.
