VM 3.0.12 order of Payment Methods. PayPal always first.

No matter what number I put in the List Order for the PayPal payment plugin, it is always the first.

I do not want it to be the first, since they charge me the most.

How can I change it?

Change the order of plugins in the Joomla plugin manager.
