[RS-Firewall plugin slowed]Really Slow Shopping Cart and Paypal failure

I am having two issues that began last week after working normally for many many months. At this point I cannot tell if they are related.

The first issuue is that all functions involving the shopping cart are painfully slow. The rest of my site is fine with pages loading in around 2 seconds. Selecting Show Cart or changes to the cart like selecting payment method, selecting shipment, accepting tos and confirming order each show a spinning wheel upon selection and take 15 -20 seconds each before returning functionality to my site.

The second is that out of the blue the normal Paypal option (not Paypal Pro) is failing. Once the selection to use Paypal has been made and confirm order is clicked I stream:
Thank you for your order!
"/>/">/"> Please wait while redirecting to Paypal

Hello User Name and a logout button

then the page streams:

We cannot process this transaction because there is a problem with the PayPal email address supplied by the seller. Please contact the seller to resolve the problem. There's a problem with the merchant's PayPal account. Please try again later.

The email address that is contained in the Paypal payment method configuration is correct.

I have tried creating a new Paypal payment method and experienced the same issue.

Has anyone else seen these issues and have an idea as to what may be wrong?

Hi,
First try to disable/unpublish all unneeded plugins. Especially all paiment and shipment not used.
Remove all unused  paiment and shipment.
Disable/remove all other plugins(any Published Joomla system plugin get called and controlled).
If you have added a new plugin or module,  unpublish it and if you can remove it, especially if you donwloaded it for an unknow sources, this can perhaps have some backdoors , getting the customer information or redirect to another website as Paypal.

Found the culprit. It is System - RSFirewall! Active Scanner. I have contacted RS Joomla's support team and asked for a corrected plugin.
