Can I avoid duplicating work if I want only Spanish front-end

Greetings,
I am developing my (VirtueMart 3.0.12- Hera j3 vm3) site locally (XAMPP) for use exclusively within Spain; I need only a Spanish front-end. As I´m new to multi-language site development, I´m following the instructions as set forth in the VM/Joomla documentation and tutorials. However, because I have no need for an English front-end, I want to know if I can avoid all or some of the duplication (menus etc.) that´s necessary for multi-language functionality.

No -- just building a dutch site now

install both Joomla & VM Dutch

on VM choose only Dutch

on Joomla -> extensions->language .. make dutch default

on content languages config dutch

no J lang plugs or modules enabled

works fine for me
