images missing + url incomplete: shipment and payment

same thing happened to payment... somewhere... 

even if the url would be complete... there are no images in
images\stories\virtuemart\payment
or
images\stories\virtuemart\shipment

both directories are empty

localhost yeah... I am working on Xamp
Using VM 3.0.8
