PayPal Express Checkout redirect without shipping cost in VM 2.6.14

Can someone confirm if this is a bug:

If you use "PayPal Standard" you can select/save PayPal in the shopping cart and add more products to the cart. PayPal Standard works fine.

But if you use "PayPal Express Checkout" and you select/save PayPal in the shopping cart you instantly get redirected to PayPal.
This is a problem because if you didn't save a shipment address first. The shipment cost aren't calculated so that you can order without shipment cost.

Sorry! There wasn't a bug in VirtueMart PayPal Express checkout.
It's just the way PayPal Express checkout works.
First you get redirected to PayPal to pick up your address and then you get back to your VirtueMart shop to select a shipping if you haven't selected it already and than you confirm the order.
