Change final cart price before payment

Hi,

I'm facing a problem I can't manage.
I would like to change the final price of the cart before submitting it to the payment, to be clear in europe if a customer is intra community from a country different then mine the tax should not be declared and couldn't be added to the total price to pay.
So where can I change this price just after pressing the confirm purchase button ? I check the sources but can't find it.

Thanks Jenkinhill, I knew that plugin but I already added the VAT check for european community as well as the VAT display on invoices, the only problem now is the final price to submit for payment, so few things.
