Order approved by a manager

I am wanting to make a computer order workflow where a person can order hardware, submit the order, their manager approves the order, then the order gets processed.  The email to the manager would list the order and have an "approve" or "deny" button with a comments field.

Is this something Virtuemart can do?  Where do I find the steps I need to take to make a work flow like that?
