Hello, I have create vat and when I'm on the option of shipment, there is no list of vat create only default.

Which shipment plugin? The tax rule selector works fine for me with the standard By weight, ZIP and countries shipment plugin.

why the new rules published is not on list ?

I don't see exactly which tax rule you are using, but the ones that are displayed in the select list are:

• TAX
• VatTax
• TaxBill

The price modifier after tax per bill is DATaxBill. This tax is not listed in the shipment tax rules.
The rules displayed are those ones:
-TAX
-VatTax
-TaxBill
