Can Virtuemart be used to create an online estimate(s) that clients can go back and edit before submitting for sale?

Please be clearer about what you are trying to do. If you are wanting to display products and invite cutomers to select them and then as for a quote for the cost then that is relatively easy.

Sorry about the lack of information. I have a client that would like ability to create multiple quotes ( about 100 or so ) that they can go back to at a later date and either edit or change through the store interface and then finally process the order when they finally ready.

Sounds like you have a deranged client. Possibly many hours of work to do what he/she wants - and I still can't work out what this is really about.
