foreign tax rules in a Dutch shop

Hello, i have the following problem.
I have a dutch web shop and we have also buyers from foreign countries.
Those buyers don't have to pay tax when the have a tax number. (b2b)
My question is: Are there basis setting for these kind of tax rules.
How do i fix this.

For EU B2B tax management there is a VAT id check plugin to ensure you comply with EU rules - http://extensions.virtuemart.net/vm-orders/eu-vat-checker-detail

When setting up tax rules you can specify the country or countries to which each rule applies. You can create as many rules as you require.

Additional Notes:

It is also possible to assign your b2c and b2b to different shopper groups (have to pay BTW/don't have to pay BTW).
In the 'Product Edit' form you will see the shopper group selection twice.
- selecting a shopper group in the upper right section: the product is only visible for those shopper groups
- selecting a shopper group in the product pricing section: the price is different for those shopper groups
You can set multple prices for every product and assign each price to a different shopper group.

I think using the EU-VAT id check plugin is the best available method.
