Is there a link to checkout of user's pending order?

Hi,
I found when the shopper checkouts in my site,and the page redirects to paypal page,
but if there were some problems cause paid fail,eg:the shopper wants to pay later or the internet tansaction issue,
they couldn't pay this failed order again.
They can found this order in their order history.
but if they want to pay this order again,it seems that they only select the products they wanted  before,put them in shopping cart again and checkout again.
So how could the shopper pay the pending order again?
