When a customer add a product to shopping cart
If the product were duplicate, added in new row

This will be difficult to do as it is grouped right back at the add to cart stage

you could do a count of each product in the cart template pricelist template and repeat them if count is > 1

The process of adding the product to the shopping cart,is similar this site
On this site, duplicate product added to shopping cart
And the same product in a new row is added.
