Shipping rates not calculating with 18 items in cart

We're using a version 1.1.7 installation that has a strange bug. If a shopper buys 17 items or fewer, shipping rate calculates like normal. If they buy 18 items or more, all shipping methods show $0.00 and a shopper can opt for overnight at no cost.

It's not affected by the minimum amount for free shipping, that part works fine. It only happens based on number of items purchased.
