Move Shipping and Payment Type Selection to After Checkout

Hi All,

I have a VERY particular client  who would like me to move the shipping and payment selectors out of the cart view and make them visible only after the user has clicked Checkout. Is this possible, and if so, how? Please provide file paths along with the changes.
