Shipping Fixed Rate not getting added onto the price

I had 1.1.7 installed 2.0.6 had some problems uninstalled 2.0.6 installed 1.1.9 and now when i check out there isn't a shipping cost added onto my physical items at check out.  I have two shipping rates one says between 1 and 2 pounds charge 2.00 and 0 and 0.99999 charge 0?

Are you exceeding 2 pounds? You only have rates configured for up to 2 pounds.  After that, no charge would be applied.

No each item is at 1 pound should i also get rid of the other shipping rates and only create ones i need?

You have rates set up for total cart weights of up to 2 lbs.  What happens when 3 books are ordered? 4? There are no shipping rates configured for 3 or 4 lbs, therefore no shipping service is shown to the customer.

Ok i am not doing accurate weight I am just doing a fixed shipping rate for physical items and when i was doing downloads had to put in a shipping rate that anything betwene 0 and .9999 no shipping fee anything physical item that i list I do 1 pound and setup a shipping rate that adds 2.00 for shipping. I am selling some books but haven't weighed them so I just use 1 pound as the default and 2.00 shipping.  I am selling sermon DVD's in CD sleeves.
