Usually when we want to work with an svn version, the process is this:
* We have a normal Joomla 1.7 + Virtuemart 2 installation
* We have an SVN tool that connects to the Virtuemart SVN and downloads the up to date Virtuemart files
* We have a development environment when we can develop, edit, play with our Joomla+Virtuemart system.

Personally, i m using Netbeans because it does everything so i don't need any other tool. If you are using Netbeans for PHP development, i would be glad to tell you the process i followed.
