Would really like to give some useful information to the customer during checkout, but I can't figure out how and/or where to add a custom note? Any suggestions?

I'm still trying to find a solution for this one.

I want to notify customers that shipping will be delayed for all orders. I would like for it to appear to them during checkout.

if your message is to appear only on the cart page, and the message will be the same for everyone... why don't you just create a module to display your message?

Use the Joomla mod_custom module to do just that.
