Title: AVS decline but funds still held

Running 1.1.2 on J1.5x.  For quite some time if the AVS doesn't match the transaction is declined.  The problem is that the funds are held FIRST, before the AVS check.  So then the customers often try again after the transaction fails (sometimes multiple times), then loudly complain to us that we've "charged their card too many times!"

We are starting another large online sales campaign, and don't want to spend all this time replying to angry customers explaining "the hold will drop off in a few days."

Is there a way to make the AVS check happen first, BEFORE the funds are held?

This is with authorize.net BTW.
