Is this correct, that the step payment method in the checkout will be skipped, if there is only one payment method?

I guess it depends to type of payment, tried the following:
Cash on delivery - No payment method is displayed
PayPal (standard) - No payment method is displayed
Credit Card - Payment method is displayed
Even if one payment method is selected e.g. 'Cash on delivery' or 'PayPal' should it be displayed or skip payment step to order confirmation page?
I think when only one payment method is possible (Cash on delivery, Paypal) the third step (Payment method) shouldn't be displayed in the checkout procedure. Otherwise the customer could get confused. A solution could be, that it is possible to disable/enable also the third step of the store's checkout process in the VM configuration.
