Has the shop owner a correct mail ?
Have You assigned every status that you want to result in an email to shop owner ? vm configuration ->email
Have you checked the shop owners spam basket?

I have confirmed and the shop owner's email is correct.

Please go in VM back end VMconfiguration look for tab email.

Ok, I use an older VM version, the email tab is now called orders.

You have the status that sends an email to SHOPPER and you have the status that sends to the VENDOR on the same tab.
Please check your settings.

Every status gives the chance to choose if an email should be sent or not. SHOPPER and VENDOR have separate settings. You have not shown your settings so it is impossible to tell.
