It would be nice to have a copy function for tax & calculation rules

Yes, indeed! That's what I also thought while setting up all the EU tax rules for several shops....

I have previously duplicated simple rules by duplicating rows in ###_virtuemart_calcs  but because of (bureaucratic) EU tax rules I can see a possible need for this function.
