My client says that her clients can still proceed with a Repeat Order exactly as the last even if the item is no longer in stock or there was a price change.
Is there a way to update the cart if if the product has since been deleted and or update the prices.
What do u mean by "Repeat Order"?

You must develop custom solution
The cart is usually cleared once payment has been successfully made, so it's not possible to order again without going through the product selection which would use updated stock numbers, price etc. Unless you have some extension to allow repeats.
