What is the difference between configuring the expiration of coupons on the page dedicated to the coupons and the expiry date that you can choose in the configuration tab> display?
The date on the coupon page probably overrides the default under the coupon tab. If in doubt make a quick test, does not take you long.

The coupon system in core VM is very simple. No user handling. You have to find out for yourself.
If You want a more complex system, use Awocoupon. I use it myself since many years.
