There are potential problems with PHP7.3 so go back to 7.2

i changed it to PHP 7.2.17 but still the same issue
My guess is an outdated template, turn off SEF and test with template Protostar.

Your template overrides may require updating or you have a JavaScript problem, but most likely out of date template files. Using Protostar forces the use of the default VM templates.
There is also this in the docs, but like Jörgen my first guess is the template. http://docs.virtuemart.net/faqs/113-products-vanished.html
