setting up shipment rules I see that Categories and Blocking Categories seems to be having the same role.
As visible in the attached image, the popup near the label is the same, despite in the language file (see lowest part of the image) there are different translations for the two fields (Categorie and Categorie invalidanti).
Is it just a problem of translation or the php file has the same value for both fields?

It is a translation issue. You can easily verfy this by making a simple test.
The English language which the Italian translation has used has a copy and paste issue. The error has been apparently been there since years without anyone notice it. It has now been corrected and will soon be made public.

Hello Jörgen, thanks for replying me.
So is just a translation issue. I didn't think this way because I found both strings in the italian language (lowest part of image) but only one of them visible in the backend, doubled as shown in the image.
When you say that's been corrected and "soon be made public" you talk about a release update?
