Title: basePriceWithTax is empty when there isn't any tax rule

I noticed that the value of basePriceWithTax price is 0 when there is no TAX type calculation rule. But when I create a new rule with 0% tax, the value of basePriceWithTax is equal as basePrice
Shouldn't it be equal when there is no TAX calculation rule, too?
With this problem I can't display basePriceWithTax when there is a discount for the product
