Good day

How do I allow a user to add more than one shipping/delivery address? I need the add/edit link to have separate functionalities. E.g. Add Shipment Address and Edit Shipment address.

I'm Using Joomla version, 3.8.8. , VirtueMart 3.2.14 and our PHP version is PHP 5.6

???, this is standard behaviour.

You have to login Before You can add more than one shippingaddress. Create an acount and then start to add shipping addresses. Clicking on an existing makes it an edit button.No address chosen add button. This could probably be changed in Your template if You wish so.
