We would like to offer a discount on e-liquids when three items are purchased from the same brand.
Is there a way to do this within Virtuemart?

Awocoupons would be the first extension I'd try for this.
If you are actually using Joomla 3.6.4 then it should be updated ASAP http://virtuemart.net/news/latest-news/478-joomla-security-release-3-6-5-and-patch-for-joomla-2-5-28

In saying that, there is a glitch I am looking to overcome.
The offer being done by the shop is a £10 discount on 3 items from the same brand.
The items cost £15 each
The coupon has been set to give a £10 discount for a £45 order
The brand has been listed in the Brand Specific section
It works perfectly for 3 or more items from the brand.
However....
If only one item from this brand is chosen in conjunction with items from other brands the discount is still applied if the total cost exceeds what the 3 items would.
Going to figure this one out, hopefully just a minor error on my part
