Title: Cannot receive email after registration

My website is Joomla3.6.5, Virtuemart3.0.19, when the new user register, both admin and user cannot received email, please check attached file for the setting. I got error message when send test email “SMTP connect() failed. https://github.com/PHPMailer/PHPMailer/wiki/Troubleshooting”. Please help me, many thanks.
