Title: need help with a few vm3 issues

i'm having a few issues with vm3.

1)  tax is being charge on all shipping, though i have it selected to charge just for my state.
2) sometimes we have customer informed there order not not be completed, even though it was.  this prompts the customer to checkout again.

Greetings for the day!!!

Please provide us the details -

1). The backend admin access and database access.

2). Also order id for which order has not been completed.

So it would be easier for us to give the time estimation and costing.

Either you set "no tax" or the "default rules" or you set a rule, which works always. Just set it to "default rules" and it will work per country
