Title: Invoice not created in appropiate status if notify shopper is not checked

VM3.0.9.4

When creating an order, and changing this orders status to an order status in
"Default Order Status to create an invoice" field

Then only when NOTIFY USER is checked, the invoice will be generated.

Am i the only one experiencing this problem? Is this intended behavior?
