Print Page - UTF-8 in invoices

Hi,
I've been looking all around and couldn't find a solution that work.
After a user purchase in my website, he gets confirmation email with invoice (PDF), the invoice appear with a lot of question marks (???????) - gibrish.

I want to encode it in UTF-8 so it will be compatible with hebrew.

tried edit TCPDF , freesans , dejavu fonts - nothing changes.

Please assist...
