i thing you have made some miss configuration on categories layout options in the BE. If you browse also the category shows you only the second page.
You have also by default 18 products per page and you have less products inside the category...
check it a little bit more
Where exactly do i check this? How did you see that i have a default of 18 items?

You can test around with those settings:
Configuration -> Shop Front -> Max products per view in frontend
Configuration -> Templates -> Set the pagination sequence for the List Box (e.g. 6,9,12,15), here you have only 18
Also check the category for any values that overrides pagination

Seems that is a verified bug. Milbo posted here there are already in svn http://forum.virtuemart.net/index.php?topic=103480.0;topicseen
You can test (first backup your vm files and make a test installation) from the svn https://dev.virtuemart.net/svn/virtuemart/trunk/virtuemart/ or wait for the nexr release of VM.
