works on one test site and not another

I have 2 development machines running the same Joomla and VirtueMart. I installed and configured the UPS shipping module on both. On one, I get different rates, but the other one gives me errors:

Error: couldn't connect to host
Error: Internal Error processing the Request to UPS.com


Do you think it could be the server configurations?

Thanks for the quick reply. The only difference between the servers is that one is running Wamp and other is IIS; IIS is the one that gives me errors.

What would I check to see if it is the server?
