West and East of the Mississippi needs different rates, but also after 3 items shipping must be free $0.00

Canada, Hawaii, Alaska have unique shipping costs that need to be entered manually.

What kind of shipping module can I use? Can I use combination of modules?

you could use standard shipping module
If all items are on one kind, you can give them symbolically one wieght number, say 10.
now configure create rate to be free if order is 30 or more
create rate for shipping to east missisipi and input zipcodes that are applicable tot that area
do the same with western MS

this should work
