USPS Won't Show as an option

I have entered the username and password after registering at the USPS website and getting this information sent back to me. The problem is that when I add an item to  the cart and checkout I don't get any USPS shipping options. I am only getting UPS shipping options. So I decided to disable the UPS shipping module to see what would happen and it continues to display, even after clearing every cache at the site. Not sure why the USPS options won't display and don't know why I can't keep the UPS options from displaying.

Which version of the USPS module are you using? If it is not v4 please download and try it:

Will this work with VM 1.0.13a?

It was tested in the latest versions of VM 1.0.x and 1.1.x. I do believe some people reported that it worked fine in 1.0.13. It has separate file names to you can give it a try and revert back to the old USPS if you would like. Download v4.0 RC2.

I have installed 4.0rc2 on my dev site. I have configured the module (set username) and the only shipping methods that are checked: Priority Mail, First-Class Mail Parcel, Parcel Post. In the shipping modules list the only module that has the green check mark by it is USPS 4.0 RC2. I have no caching turned on, I have turned sh404SEF off. When I go to the front end of the shop and add an item to the cart and check out, the only options I have are for UPS. This doesn't make any sense as UPS is not even active.
