Is it possible to have the shipping costs based on the total amount of an order (if it was just this, i know how to do it - shipping module list, shipping value) but different per country?

For example:

order amount is < €100
 shipping costs Netherlands €2,50
 shipping costs Belgium €5,00
 shipping costs US €10,00

I'm after doing exactly the same thing. If amount is less than X then pay shipping, but per country.
