I am trying to setup my shop to have 2 shipping options, ppl in remote areas or main areas each with a flat fee, but it doesnt seem possible ? Any help would be so appreciated!

You can do this using the Standard Shipping Module

Add your Shippers > VirtueMart > Shipping > Create Shipper

then

VirteuMart > Store > Shipping Module List > Standard Shipping Module > Configure Ship Method > New

If your Rate is purely on location then you can play with the Zip Codes [or whatever Post Codes you have] to differentiate Shipping Cost on location
