For most B2B sites like a manufacturer sites, we would need the buyer to submit an inquiry to request for a price quote based on the quantity.

i.e. the checkout would not be going to payment gateway.  It would be jumped to a submmission of the shopped  cart of different product with specified quantity.

e.g.

#1234 Ball Pen - 1,000 pcs
#7888 Calculator - 500 pcs

This should be mainly modification of text for the button and some modifications for the final step to become something submission of a support ticket with the inquired products listed in the database.  Better is that there is a simple way to enter a price table and email return or offer a way for the buyer to login to check.  however, this is not essential with this limited budget.
